Right to Healthcare.
Ballot Measure 111 has been proposed by the
Oregon State Legislature to amend the state constitution.
The measure “proposes amendment to Oregon Constitution establishing obligation of
state to ensure every resident of state access to cost-effective, clinically
appropriate and affordable health care.”
Why do we need a right to health care, and why
does it need to be in the constitution?
A constitution is a set of principles
establishing a government’s values. Oregon’s legislature considers it in the
best interests of everyone to have access to high quality, healthcare,
regardless of age, income, race, sex, or any other social standing or
abilities: that is, the people of Oregon should have access to healthcare as a
right. This parallels the principle established for education in Oregon, “The
Legislative Assembly shall provide by law for the establishment of a uniform,
and general system of Common schools” (Oregon Constitution Article VIII
Sec.3).
A population in
which everyone has access to quality curative and preventative care becomes
healthier and more productive than one with limited access.
By putting this
right to healthcare in our constitution, we establish a firm principle to
govern by, a principle changeable only by a vote of the people.
